In this mode no points are edited.
The Control Windows title is set to Mov.
The Mouse Pointer is set to Mov.
Clicking in the window and moving the mouse will scroll the window.
This is the initial mode when the Edit Windows are opened.
If EGS is being used then the windows will not scroll.
